Verdict
AVOID (high confidence). The RP gate (te.md §2) doesn't just fail — it never opens: Jenkins has run essentially zero NFL routes in three seasons (11 offensive snaps and 0 targets in 2025, on DEV/practice-squad status), so there is no usage record and no efficiency signal to project from. Per the skill's gate rule, this eval is shortened accordingly. The 2026 path is barricaded by an eight-man TE room in which Philadelphia added R2 P54 capital (Eli Stowers) *ahead* of him, re-signed Goedert (1yr/$7M) and Calcaterra, and signed veteran blocking TE Johnny Mundt — Jenkins is TE6-7 fighting for a practice-squad return, and he was waived at final cuts in 2025. Why the anti-market (the stashers) is wrong: the only argument for a free player is a live contingent path, and Jenkins has none — a Goedert injury routes snaps to Stowers, Calcaterra, and Mundt, leaving Jenkins three-plus depth-chart events from routes while still needing to survive cutdown day. - The one verifiable trait is real: ~4.5 pro-day 40 at 6'6"/245 (AJC, 2023) — genuine end-zone jump-ball tools if a red-zone package ever materializes; his lone NFL catch is a TD.
Bear case
- Career route participation is effectively zero: 11 offensive snaps, 0 targets, 0.0 fantasy points in 2025; 31 ST snaps in the same span. The NFL has had three seasons to give him routes and has chosen special teams every time — the RP gate fails at the deepest possible level.
- The 2026 path is triple-blocked: R2 P54 capital added ahead of him, TE1 re-signed, veteran blocking TE signed, and he was already waived at cuts in 2025 from a *weaker* room. Making the 53 is itself an upset; routes are a parlay on top of it.
- UDFA pedigree + weak P5 production (17-316-3 best season) + age 27 entering year 4 = every prior in prospect-pedigree.md says ignore; there is no breakout screen he qualifies for.
